Natural Conditions
Geographical Location
Located in the Southern end of the Central Region, Ninh Thuan occupies the
geographically favourable position as central transportation point, adjoining three
regions: Southern Central Highlands, South Central and South-East Regions, and
going to Nha Trang, Da Lat and Ho Chi Minh City.
Area & Population
- Natural area of the province is 3,430 km2, which forms three zones :
plain, coastal, and mountainous.
- The population is 442,300. The minor ethnics account for 22% of the
population. This is the place where Cham and Rac Lay ethnics have been setting
mostly a long time ago.
Infrastructure
Despite investment in new construction and upgradation of existing
facilities, the infrastructure here is still very weak. Electricity has been
provided only to those communes in the plain area. Drinking water is not enough
in any regions, especially in towns only 1/5 of the demand for drinking water
is satisfied. By the end of 1994, the first phase with invested capital of VND
12 billion for building a water plant with a capacity of 12,000 m3/day will be
completed basically and supply water for Phan Rang town. What about irrigation,
except for 12,000 ha has been irrigated by Nha Trinh-Lam Cam irrigation system,
the rest area relies on rain-water. Transportation is still very difficult,
especially in the mountainous areas. And it must be noticed that this is a
coastal province, but it hasn't had any port. The public welfare facilities
have been degraded seriously. In short, the infrastructure of Ninh Thuan
province is still very weak, and there must be investment for adequate
development.

Industrial Production
The production capacity is still small and concentrates on construction
materials production, e.g. cement : 15,000 toones/year; construction stones:
35,000 m3/year. The sugar production is 1,000 tonnes/year and the production of
frozen production for export is 8-10 tonnes/year. Industrial salt is an
advantage of the province, capable of producing 10,000 tonnes of salt per year.
Tourism & Service
There are very unique beauty spots in Ninh Thuan province, such as
picturesque passes; Cham Towers built in century XII-XIII, which are still
undamaged; beautiful beaches of Ninh Chu and Ca Na, Tan My Hot Spring and Cham
traditional festivals. In addition, because it is near Da Lat and Ho Chi Minh
City, visitors can enjoy autumn climate in Da Lat and summer entertainments at
Ninh Chu and Ca Na beaches. Because of inadequate investment, Ninh Thuan
tourism has not taken fully its own advantages for development.
Agro-forestry & Fishery Production
- Agriculture : There are 41,500 ha of cultivated land, which accounts for
11,9% of natural land area and 34,5% of land possibly used for agricultural
production; 14,400 ha of its are irrigated, including 12,000 ha of rice, 1,500
ha of non-staple food-crops and industrial crops, and 1,100 ha of grape. The
hot and dry climate of Ninh Thuan has created comparatively concentrated
production zones, specializing in crop cultivation, which produce considerable
amount of commercial products for the local market and for whole country. These
are: tobacco production zone, with an area of 2,000 ha, and production of 5,000
tonnes, 100% of which are for Vietnam Tobacco Industry. Grape zone has the area
of 1,100 ha, with the production of 23,000-25,000 tons of fresh grape, for the
country market. The zone specializes in onion and garlic farming, covering an
area of 500-700 ha. They used to be exported to Japan and the former Soviet
Union with a considerable volume. Besides that, there are also cotton and sugar
cane growing in this province.
- Animal Husbandry: The number of cattles is 67,000. In the province,
farmers traditionally develop herds of cattle by a scale of 15-20 heads. In a
specific case, one household develops a herd of 1,500 oxen. The cattle there
come from good strain. Sind hybrid accounts for 50-70%. Big herds of tamed goats
and sheep, adapting to hot climate of Phan Rang, is the province's advantage
and a very favourite food-stuff resource for the market.
- Forestry : Forest land covers an area of 20,000 ha, accounting for 60% of
the total natural area of the province. There are many kinds of valuable wood
trees. The reserves of wood are about 6.7 million m3. Every year, there can be
exploited 10,000-15,000 m3 of wood. The bare land and bald hills account for
80,000 ha and tend to increase because of unreasonable exploitation.
- Fishery : The coastline is 105 km long territorial waters are 18,00 km2;
estimated reserves of sea product are about 120,000 tonnes; possibly. There can
be 2,000 tonnes of shrimp and 20,000 tonnes of fish exploited every year. There
is a coastal area of 2,600 ha, which can be used for production of salt,
shrimp, alga and development of tourist services. Ninh Thuan has more than
1,100 boats of 1,000 horse power; every year the province produces more than
15,000 tons of sea products, and export processing value achieves USD 10
million.
Minerals
There are many sorts of minerals, mainly sandy minerals with the reserves
of P level of about 3.7 million m3; limestone and coral with the reserves of C1
and C2 level of approximately 4,5 million tons; white sand (SiO2 content
97.09-97.2%), with the reserves of P level of 5.77 million tonnes; marble
originated from granite, with the reserves of about 851.5 million m3; and soda
(in sandy deposit), with the reserves for annual exploitation of about 1,000
tonnes of sandy deposit and 600 tons of soda; 3,000 tonnes of gypsum can be
exploited per year. In addition, there are many other minerals, the reserves of
which have not been determined yet, such as gold, tin, molybdenum, feldspar and
pyrites.
Directions Of Development
Infrastructure
First priorities will be given to transportation, electric power, water
supply, establishment of Ninh Chu tourism zone, rehabilitation of Phan Rang-Da
Lat railway line in order to facilitate travel of the people and develop tourism.
Invest in dredging Ca Na, Khanh Hai estuaries. Build the Tan Giang and Song
Trau water reservoirs; reconstruct South Nha Trinh canal system to increase the
irrigated area. Continue to invest in the development of electric power network
and transportation system to mountainous and remote areas. The province's
telecommunications system has been merged with national and international
telecommunications network. It is necessary to develop a communication system
serving ships and boats working off-shore.
Agro-forestry & Fishery
- Agriculture:
In the coming years, a master plan for tobacco development will be made
with a projection to increase the area under tobacco to 3,000 ha, to
rehabilitate and develop stable areas for union and garlic production for
export (700 ha), sugar cane production (10,000 ha), and expand the area under
grape to 1,800-2,000 ha in suitable areas to develop cattle herd to 100,000
heads, goat and sheep herds to 30,000-40,000 heads. It's particularly
emphasized to develop livestock in mountainous areas in combination with
construction of export meat processing facilities.
- Forestry :
In the next several years, the protection of existing forests, newly
planted and regreened bared land and bald hills are the central tasks of the
forestry sectors.
- Fishery :
The objectives for the next several years are : to invest more
fish-catching equipment and means (especially, to increase the number of boats
of 74-90 horse power) in order to do fishing off shore and for longer time, to
exploit high value sea products, to make a master plan for the construction of
600 ha of swamp Dam Nai for raising shrimp for export, to upgrade sea-product
processing facilities, especially freezing facilities to produce frozen
products for export; to build a system of logistics service for fishing; to
dredge the canal and waterways estuaries; to establish fish-ports and
ship-yards; to investigate and exploit aquatic and continental shelf resources.
Industry
In the coming years, Ninh Thuan industry will focus on production of
building materials, agriculture, forestry and sea products, using the resources
on the spot. The detailed tasks are : to increase cement production capacity to
35,000 tonnes/year, of which cement PC30 accounts for the main part; to construct
and reconstruct sugar factory with a production capacity of 4,000 tonnes per
day; to upgrade the facilities for processing frozen products, wine and beef
and for producting of marble.
Tourism
Ninh Chu tourism plans to call for investment to complete the construction
of its infrastructure, hotels and sanatorium, and to open new tourist lines to
beautiful places of the province and Da Lat to attract more visitors.
